Good plan--BUT "WE THE PEOPLE" need to defend what is already written for us. If we can't do that why would they. It may be more work for us but nothing GREAT comes easy!!

This is BS. Everyone should know that the only thing that can keep Congress in check is a Balanced Budget Amendment. Focus on that as the next amendment to the Constitution. The OP suggestion is a waste of time & energy.
