Actually it was Gore who set the rules, which is why he is open to be criticized.

Al Gore is a joke. Planet Earth will be here long after most of us are gone. I haven't forgotten the 1970's when we were told another ice age was coming. EPA called carbon dioxide an inert gas, now it is a chief culprit. And, for a brief time, we were told to use disposable goods as much as possible. Washing anything wasted precious water.
