As with any large scale construction project, Transocean is one of many sub-contractors but as the principle developer and as principle developer BP employees were had the responsibility of overseeing the entire project. Where the rig was made is of absolute no importance and as for the award 2009 award given my the Minerals Management Service (MMS) to BP it was for offshore leadership not safety. Transocean received an award for safety based upon its 2008 record. Both awards were awarded by career MMS employees not by Obama appointees! Further the awarder of was none other than the soon to be "forced to be retired" Chris Oynes who was promoted to Associate Director for Offshore Energy and Minerals Management in... drumroll 2007, after overseeing the loss of billions of dollars due to improper record keeping!

What matters is who signed the contract with the government to drill offshore ?
That should be the #1 blame..all the rest rolls downhill from there.

IMO they are all equally to blame, including the government agencies that gave them waivers/exemptions/skipped inspections.

Let the heads start rolling..I want to see prison time for these folks.

Agreed. And we should also increase regulations of oil companies. Especially if the government incurs responsibility when oil spills.
