In 2001 Bush Junior attended the Fighter Aircraft Museum in Mesa, Arizona - not even a cemetary.
Actually Bush II skipped it in 2007 also. Regan missed it is well, although he was at a Summit in Europe at the time. I would guess, many Presidents missed it as well. That the "lost right" would feign indignation about this is just, in terms Bush I could understand, par for the course.
He chose the much smaller national cemetery for his Memorial Day wreath laying ceremony, as opposed to Arlington, because when the 18,000 soldiers buried there turn over in their grave, it will be only a minor quake instead of the mega-quake that the 400,000 buried at Arlington all turning over at once would cause.
He'll be honoring veterans at another national cemetary, why are they upset. The cemetary was dedicted by the US dept. of Veteran Affairs. If he will be honoring veterans at a national cemetary dedicated by Veteran Affairs, why are they offended? Is it because it is named after Lincoln?
You're trying to make an issue out of something that's not an issue. He's not speaking at Arlington and laying a wreath at the tomb of the unknown soldier...some what of a tradition....and some what of an issue. The fact that he'll be speaking at another cemetary that happens to be named after Lincoln, is irrelevant.

For all the complaining about "inside the beltway" politics, you'd think they'd be thrilled that a president, for once, decided to move the annual five minute ceremonial somber tribute to a national cemetery OUTSIDE of the beltway.
Lots of things are named for Lincoln in Illinois. It is even on their license plates "Land of Lincoln", with a picture of him. Lincolnland this, Lincolnland that, Abraham Lincoln this and that, Land of Lincoln this and that. BFD!
