My dog loves Portland....except when it is raining, then he looks at me like it is all my fault that it is raining outside.

Portland might love dogs, but Portland's landlords overwhelmingly do not. Just go to any real estate webpage or app (zillow, padmapper, hotpads, etc) and do a general search for Portland. Then, check the box that says "allows dogs" (or whatever the equivalent is) and watch the number of available homes disappear right before your eyes.

It was kind of disappointing when I was considering moving there and I noticed this for myself.

That is the truth, when I found my apartment years ago near downtown that took dogs, I held onto that place with a tight grip and never wanted to move until I had to because it is such a pain finding an apartment that takes dogs. Thankfully I have always been lucky finding a place that takes my dog, but he is also a small dog so that tends to work in my favor.

Spoken for truth. We were looking to rent a house a few years ago, and it was prohibitive to do so because of our two dogs. So we decided it was finally time to buy a house (screw e'm!) Turned out to be a great decision, but I feel bad for people who are trying to rent now with dogs.

Just curious, people that are complaining about how hard it is to rent with a dog here, do you have any other cities to compare it to? It's pretty hard everywhere, but there really are plenty of options here. My two cents.

Sure. I immediately began looking at Atlanta after giving up on Portland, and Atlanta's landlords apparently love dogs. When I check the pets box on the real estate websites, barely any of the available homes disappear from view. I acknowledge that this could be purely by chance, but you know the old saying... perception is reality.
