I'm checking for what laws/regulations, if any, govern security deposits:

1. Is there a limit to how much security deposit you can ask for?

2. Is there a deadline by which you have to return the security deposit after the tenant moves out?

There might be some Portland specific laws, but Oregon law sets no limit on amount of deposits.

30 days to return deposit after 2 conditions have been met: the clock starts at the end of the 30 day (or 60 day) notice and it doesn't start until the tenant is out with the unit returned to the landlord.

There is a limit to what fees can be charged. But the landlord can charge a very hefty fee if the smoke detector has been tampered with, which includes removing batteries. (like up to $500 hefty-- don't tamper with the smoke alarm)

No non-refundable pet fees, but the landlord can charge $50 if he has to remove any pet feces.

Carpet cleaning can be charged as long as the carpets were cleaned before move-in, and the fee is in the rental agreement.
