I have rent a tiny room in a house of SE Portland. I want to move out, and get my deposit back, because the landlord coundn't provide basic comfort for me. But unfortunately my request has been reject many times, so I am seeking solutions here.

My situation: I live in one of five rooms Which doesn't have kitchen, but bath room. It only cost $270 per month and $270 deposit with one year contract. But we tenants don't have control of heats, the house owner locked the heater panel, and set the heater at highest 69 degree in winter, and turn it off in early March 2015 as we getting warmer early this year, but it gets very cold at night, some times it's only 56 degree in my room, I ask her to turn on the heat, but she won't do it, so I got sick, I get headaches , cold and cough. I want to move out with my deposit back, but she told me I have right to move out, but I don't get deposit back.
And here is where I live 1445 135th ave, Portland OR 97233, this house have 8 person live under two separate space, 5 on our side, and 3 on the other.
May I get some advice from legal of how to protect my right, because I don't want run away like others did.

The owner told me, I can't have any electric equipments besides laptop computer.

I'm not sure, but I would prefer not stay in bed all the time just because it's warmer

it looks like there is a minimum:

The rental home must have a built in heat source (or sources) adequate to heat the whole unit. The heating
system must have been installed properly and be safe and in good working order. The heat source must be able
to maintain a room temperatures within the home to at least 68 degrees Fahrenheit. (ORS §90.320/Title 29
§29.30.180/IPMC 602)

My god, she sounds awful. When I moved out at 18 it was such a relief to make my own decisions like whether to use heat or not.

I would run from this woman. Run far. She is a tyrant.

Sounds typical of Portland. Awful tenants' rights, and awful workers' rights, simply because they "can" due to insane demand to live in Portlandia.
