I live in a close-in NE neighborhood that offers a high quality of life but is certainly not that hip. I like Alberta, Hawthorne, and Division for a little more fun. I haven't spent a lot of time on Mississippi but the few times I did it was similar to the other areas. Are there other parts of Portland that are fairly hip ... still?

North Williams and SE Division would be my two picks. Though the Northwest District and the Pearl are always hip in their own right.

That's pretty hip, indeed, but do you think it's hipper than the around-the-block line for Voodoo?

HAHAHA! No, I think you are right. That's quite the hipster group.

The truly newest hip places won't be known to the average C-Der. Try Reddit or some cool forum that is really difficult to find. This one is not it. Most of us were adults by the mid-80's!

Northwest and the Pearl? Those are like the antithesis of hip. Try Cully and St Johns for hip and Belmont and Miss for established borderline yuppie hip. Alberta and Division are a middle aged yuppie joke at this point.
