Clearly it makes a big difference. Just look at the Thursday night game. There were more touchbacks in that game than all of last season in that stadium. By a lot if I remember correctly.

The current rule effects the on-side kicks too. Less 5 yards in recovery.
Possibly. The NFL says they'll review the rule at the end of the year but the default position is to keep it.
