The teams that have been to the Super Bowl and lost each time are the Buffalo Bills, been there 4 times consecutively (0-4); Cincinnati Bengals (0-2); Tennessee Titans (0-1); San Diego Chargers (0-1); Philadelphia Eagles (0-2); Minnesota Vikings (0-4); Carolina Panthers (0-1); Atlanta Falcons (0-1); Seattle Seahawks (0-1); Arizona Cardinals (0-1).
The Cleveland Browns; Jacksonville Jaguars; Houston Texans; Detroit Lions; New Orleans Saints have never played in a Super Bowl.
I was going to say Houston of the 70s and then I saw Buffalo. Hmmm....
I'll stick with Houston followed by Buffalo and then the Eagles following close behind.
I've got to go with Buffalo on this one. Even though it must have been incredibly tough to lose 4 in a row, they still kept coming back and getting into the SB each time. Even though I'm glad it turned out that way (I'm a Dallas fan), that's quite an accomplishment IMO.
I might have to look that one up but I'm fairly sure that the Minnesota Vikings get the blue ribbon on this one. And also I'm keeping in mind that their franchise history is about the same as Houston/Tennessee and Buffalo, who are part of the original American Football League teams when they started playing in 1960.

Once more... I have to go Hmmmm..... Houston and Earl Campbell were tough. I reserve the right to review my opinion!
The Browns were dominant during the 1950s too. There was a league before there was a Super Bowl.

jfr81 is right. It was called the AAFC (All American Football Conference). Coached by Paul Brown, Cleveland pretty much owned that league regarding championships with players like Otto Graham, Dante Lavelli, Mac Speedie, Marion Motley, and many other great players.
What I remember is that the AFC Central (I think it was Central and not North) had 4 really good teams. in the 70s, the Browns, Bengals, Oilers and Steelers were all excellent teams. Even though I was a Steeler fan and was glad to see them win, I at times felt bad for the other teams in our conference and thought that people would forget how good they really were.
Bagger and jfre81 are right. Thinking back, the AFC Centrals division records on the teams were better then the east or west. And to finish off that decade, in'78 and '79 the Oilers were the wildcard in those years, going against the Steelers for the AFC championship. Cincy finally tailed off in 1977-BIG mistake hiring Bill "Tiger" Johnson instead of Bill Walsh to coach the Bengals-BIG BIG mistake.
