this is usually done by people who don't like me. They will look at my face or hair and start blinking their eyes as if something is off or out of place..it's really weird. are they trying to shake my confidence?

They trying to blink the black away, sister...or squinting to make out your features. No, sorry, that was totally uncalled for...it's refreshing you're starting a thread about something else, albeit related, and with the potential to go down the same path.
I don't know, they're probably just being *******s?

Make sure to recognize that often people do things for no reason though. Body language is more honest than vocal language, but the translations are also less reliable. If one person does a certain type of body language, he or she might just have a twitch or something. If numerous people use a certain type of body language then that's considerably more likely to mean something.
Rapid blinking is sometimes a sign of stress or nervousness.
