this is usually done by people who don't like me. They will look at my face or hair and start blinking their eyes as if something is off or out of place..it's really weird. are they trying to shake my confidence?

Humans blinking their eyes is a normal action that cannot be controlled, why make more of it than necessary. Is that much drama really necessary?

I have no idea why someone would blink at you. I didn't think people could control it.

Make sure to recognize that often people do things for no reason though. Body language is more honest than vocal language, but the translations are also less reliable. If one person does a certain type of body language, he or she might just have a twitch or something. If numerous people use a certain type of body language then that's considerably more likely to mean something.
