This has Hawaii as the happiest state. Could be the weather but Montana is in third place.
My experience there (in HI) was running into a number of locals who complained how expensive it was to live there and how difficult to earn a living.
Of course, the state is full of wealthy retirees who can afford a nice place to live. I didn't meet them. Montana may be similar since the mountain part of the state has also attracted a large number of wealthy too. However, in many parts of the state, while wages are low, the cost of living is even lower. Houses, outside of the places that attract the California exiles, cost next to nothing.
