I commend you for wanting to actually teach the boy how to drive in a safe environment. As previously mentioned the Nationwide insurance office located on Edwards Mill rd. has a large parking lot that is empty on the weekends. However, I personally think you should just teach him how to drive on the street. He can't possibly do any worse than the majority of the people already on the road. Heck, if he drives with both hands on the wheels and actually pays attention he'll be several steps ahead of most drivers.
Unfortunately he wouldn't be insured if he were driving on a street without a license or permit!

There is no way I want my kids to practice their first start/stop on a road. A vacant parking lot is perfect for starting out and then practicing driving in reverse.
