why would they complain? next door to the west is a newer commercial building, with offices on the second floor. If the commerical building code allows him somehow to go up to 3 stories, then nothing should stop him. Now, given it's proximity to every lot line, I'm assuming it doesn't meet setback rules. But that commerical building wouldn't either.
