I admit that as one of the parents that has to do last minute planning b/c of delays; I reluctantly see where school admins are coming from to a degree. We have to remember that in this day and age if an accident occurs some one will bring a lawsuit. Whether it is has merit or not doesn't seem to matter much.
I'm sure no one within the school system would admit to this type of thinking in public but it certainly may be a factor.
I really don't think the decisions are driven significantly by liability concerns. Decision-making by any organization on that basis would freeze just about any activity. There is risk in driving thousands of kids to school every day - bad weather or not. The risk on a day with bad weather is not statistically that significantly different, and the district is almost certainly adequately insured against such liability risks.
It's also not just about the safety of the kids but employees too, even the bus drivers who are up and out of their homes needing to drive to work at 4 am!!
