ok--not trying to offend anyone but in recent years there have been some people move into my neighborhood that like to set up their chairs in the garage, with the door open, and hang out and drink to all hours of the night. I just don't get it. I like to live my life private and hang out in the house or backyard. What is up with that?
Probably because most houses in the area don't have basements. Personally I find the Raleigh area way too hot for 9 months of the year to hang out in my garage.

I'm guessing that you don't have any front porches around there
Maybe it's a more social way to relax? Or, a way to feel more connected to the neighborhood since you can wave hello, shoot the **** with neighbors, etc.?
It's can be a good way to promote neighborhood safety & a sense of community-- encourages neighbors to know each other, shows that at least some people have some awareness of what's going on outside and whatnot.
I've seen several garages fixed up as hangouts on HGTV and the like. I think it's more common in California and year round seasonable climes, but it is kind of a "thing" like a "man cave".
When I was out rummaging (going to garage sales) I commented on one family's nice garage (built in granite counter, tiled floor and her response was that since their kitchen wasn't that big, they used the garage for entertaining-that was new to me.
