Don't know where you are located, but the Best Tile outlet between Durham and Chapel Hill stacks theirs outside the store and they are free for the taking. We got several very nice, sturdy ones not long ago.
Please check the IPPC on any wooden pallet before using it around anything that could put it within a persons home or around food/gardens. Unless you want to poison yourself.
Also, Bree, pallets stacked up outside a business are not always, nor usually, free. Most businesses just store them outside until they are used again. I don't know if the ones busydesk was talking about 4 years ago are still free or even still there.

Yeah, I imagine most don't realize it. I only realized after vesting some time researching a build of an outdoor coffee/patio table out of pallets.
With all that said, even if you do find some pallets lying around that weren't treated w/ chemicals, you still need to be cautious as to what the past history of the pallet was. I wouldn't want to use a pallet from an industrial source that shipped chemicals in my home.
I'd use a sealer on the pallet wood after my project was complete just to be on the safe side.
If you want to be totally safe and not deal with sourcing them from random places, you could just go buy some pallets online and get them shipped to yourself. There are all kinds of types of pallets out there in all sizes/materials. Heck I think Home Depot even carries them in stock for purchase.
