Hunter is listed as a capped school. Do the base students get priority and then they fill the magnet spots or do they already have a ratio of magnet spots to base spots in mind?
One goal of magnet schools is to achieve a certain demographics (F&R = free & reduced lunch) ratio amongst the student population. This ratio varies from magnet school to magnet school but does limit the number of base students who can be admitted into the magnet school. Note that this apparent cap is more evident in downtown Raleigh magnet schools.

Yep it's a ratio. There is a set number of magnet seats vs. base seats from the beginning.
Capping for magnet schools applies to the base population. So from what I understand, within the ratio there is a cap that applies to base students. However, the cap does not apply to magnet applicants.
