It is usually no issue from what I see. I used to drive it every day, but only occasionally now. Depending on where you are coming from, it is getting to 40 that's the problem.
Does anyone commute on I40 heading west entering at aviation pkwy going to route 147 at 7:30 am?
wondering if it moves at that hour or if it is heavy traffic.

I don't commute there daily but I do commute from I-40 to 147 and I've always found it to be a crap shoot. Some days are fairly smooth sailing and others are chock full of idiots.

you should have no troubles at all at 7:30 am on 19 out of 20 days (ie, 4 workweeks). And that's probably pessimistic - I'd expect some weird wreck/slowdown more like every 3 months.
I live closer to Davis Dr. than 40, so I usually take Davis to 40 to 147 (one exit up). Techinally taking 40 should be about 5 - 10 minutes faster than Davis, but I hate driving on the highway and prefer the predictability of driving on Davis.
Occassionally when I have to drop my son off at Cary High at 7:10, I get on 40 at Cary Towne Blvd. It can definitely be a crap shoop, although most mornings at that time it is just a little slow vs. full-on delays from accidents, etc. It always seems to slow around Harrison, but that wouldn't affect you since you would get on after Harrison. I don't think I travel on 40 to 147 enough to give a full assessment, but I would guess that maybe one or two days a month would be frustrating enough to grumble about.
If you ever find yourself stuck in traffic, keep in mind that you can jump off at 540 as an alternative.
As this has become my habit: Though it does depend on where you're coming from off Aviation and going to off 147, there's a fairly good chance there's a bus that will get you there. If you give more specifics, I'd be happy to help you find the right route.
I work off of TW Alexander and drive that route about that time, and rarely have problems. I look left when crossing over 40 to see if there are any backups, and if it's bad I'll continue on Aviation past the airport until it ends, turn left on Globe, right on Page, and then take Alexander into the park. I avoid 40 on the way home (unless I leave work early) as the merge from 147 sucks, and 40 is often backed up from Aviation to the 40/440 split just past Harrison.
