I can find at least a couple dozen people posting on like three different forums going back a couple months saying that reps have told them either on the phone or in chats that it was 10/2. So, is definitely possible that they were all just one person making stuff up as a long con or more likely someone at Time Warner put that date in the system somewhere.
So, I'd say it's not unreasonable for people to believe what they are told, when they can come online and see others posting the same thing.
I would 100% trust what actual Maxx customers tell me their experience was vs a poorly trained TWC rep making $10/hour.
With the delay, was anyone able to complain sufficiently to get a discount or free month(s)?
Good luck with that. I'd say there's a 0% chance TWC is going to give you a discount because an online rep told you 10/2 is when you are getting a speed increase. Their services always say "up to" a certain speed. That way they don't have to guarantee a specific speed. Making a call to complain about this subject is a complete waste of time.
