I've looked at the NC DMV site, and the forums here as well as just doing a Google search and I am still confused about how much it will cost to register my car here. I read somewhere that because NC doesn't charge state sales tax when you buy a car here that registration can get expensive due to "highway use" and "property" taxes, which look to be 3% of the car's value each (unsure if that is new retail value or current BB value); what's the story?
Plus, if there is no state sales tax on cars in NC, and I paid it in another state, am I not being -- in a way -- taxed again? Another issue I know.
Just trying to get an idea whether I'm looking at $250 or $700 in costs.
Also, can you have a car inspected here, but not registered in the state? My inspection expires in September.

It will probably cost you around $300 including all the smaller fees when you consider the 3% initial tax plus your property tax.
I just registered my car at the Siler City office on Thursday. It was very easy; the staff there were helpful and it took all of four or five minutes - no line.
It cost me $350 for a year-old 2015 Subaru Forester, registering it in NC from out of state.
We registered our out of state cars here just last week. It cost us about $200 per car. Both are about 10 years old. We didn't have to do the inspection this time.

Our 5 year old car cost about $200 to register. i doubt anyone here can be more helpful than the sites you've visited since you haven't mentioned year/make/model of your car but unless it's a 2015 Maserati it's probably not going to approach $700.
And yes having to pay tax on it again is double taxation. Good luck protesting it!

I'm watching this with interest. I want to know why my 11 month old car needs an emission test after just 9000 miles?

My guess for your vehicle is around $200-$300.
