With HOT lanes - at least in the DC area, you don't need to have high occupency to use them. You can choose to just pay the fee if you are a single rider. If you do have high occupancy in your car, then use of the HOTs lane is free (assuming you have an EZ FLEX Pass). But I agree that the amount of traffic in this area does not warrant the use of HOT lanes at this time.

Well true, you can still use them, but there's no point in differentiating the price and equipment when very very few would be high occupancy. Just make it a plain toll road and keep it easy for everyone (drivers and Toll Authority alike).

Driving along 540 during rush hour, it's rare to see a car with more than one occupant.

Isn't this a chicken and egg thing? Which came first, HOT/HOV lanes or slugging/carpooling? I'm thinking once DC got the HOV lanes this became a thing, but the lanes have to come first...

Carpooling and slugging DEFINITELY predate HOT (by decades), but perhaps not HOV. One could argue that NC could benefit from HOV lanes, but there's not much benefit to investing in HOT lanes just yet.

Do you think it is fair that the north part of the I 540 doesn't pay toll? Does somebody knows why? Is there a chance, we on the south west, could make a change.org petition to fight against the price we are paying for? I assume the north Raleigh population goes to the airport, works in RTP and get benefit from this hwy. Is it kind of tax exempt benefit the presidents of the RTP companies are getting from us? I would like to get explanation!

NC 540 is tolled because politicians in west and south Wake wouldn't wait another 10 years to get a toll-free road. NCDOT had been planning I-540 in north Wake since the early 1980s. The first segment of it didn't open until 1999 (and the rest for several years after that). In other words, north Wake waited patiently for its road... just like people have waited 20 years for the East End Connector in Durham County. But west and south Wake wouldn't wait the same 20 years. The offer from NCDOT and the General Assembly was that the road could be given a new schedule if it were tolled. West and south Wake took the deal. No one held a gun to their head. By the way, west and south Wake got a four-lane NC 55 (at NCDOT expense) at the same time.

It's pretty simple, it all comes down to funding or the lack there of. There's only so much money the NCDOT has and how much federal money the state can get for road construction, trying to compete against the other 49 states. So in the end, like wizard stated, you can wait for 10 or 20 or 30 years to get a new freeway/interstate/expressway built or you can sell bonds and basically take out a loan to construct a road now and use tolls to pay off the loan.

Well, that's the Oregon approach of actively discouraging inbound relocations, but it's not going to happen here. There is way too much money to be made by building out the countryside adjoining the Triangle. This has been the plan ever since RTP was created in the 1950s, and it's not going to change now.
