It's one more attempt to find a loophole around state law regarding gambling (i.e. a game of skill vs. game of chance). A while back, the hot trend was video poker machines in convenience stores (where you'd find usually older people huddled around the back of the stores smoking- when you could smoke indoors). Then it was "internet sweepstakes". Now it's the fish bowl places. It's predictably a constant cat and mouse game between law enforcement and these sketchy proprietors. And the state wants to have a monopoly on the gambling industry with the lottery so that's where a lot of the motivation is coming from.
Next time you're approached by someone claiming to be down on their luck and need a few bucks for gas to get their family home look around and I bet you'll see a "sweepstakes" or "fish table" place nearby.

Saw a guy recently holding a cardboard sign on a corner at Cherry Grove. About 30 minutes later I saw him buying scratch off tickets at a nearby convenient store.

I'm not saying they aren't a cause of that, but these places are all over if you look close.
