Apex Community Park has a couple pavilions with tables. Definitely would seat 16. You would need to reserve through the town.

Bond has the screened in pavilion at the boat house. You’d need to reserve it, but the rocking chair porch is amazing!

Bond also has a few other pavilions.

Crowder Park has 3 picnic shelters you can rent. I believe the smallest will hold 25 people.

Umstead Park has a covered pavilion with tables, accessible from the Harrison gate (head toward Company Mill trail, you can't miss it).
