So when we first registered our cars here in NC, we paid $223.00 for each car. What did this include if the plate fees are $28.00 per month? Was it a title fee and/or something else?

The one-time State Highway Use Tax (HUT) is the biggest chunk. Most newcomers pay a HUT of $150 per vehicle.
Thanks for the very clear explanation! The car tax was a surprise to me when we moved here two years ago but It doesnt bother me at all considering how much I am saving in AutoInsurance vs. New York crazy autoinsurance prices.
What is really amusing is the tax bill that I receive for my cat every year.
You have to pay a tax on your cat??? Is that something that we'll have to do when we move down to Raleigh? Is it expensive? Sorry for all the questions but I have never heard of that before!
Since some have brought up differences in property taxes and insurance, here is our experience:
Property Tax on Home: CT=$9000 (3900 sq. ft.) NC=$2900 (3300 sq. ft.)
Property Tax on 2 Autos: CT=$730 NC=don't know yet but expect it to be abut 1/3 CT
Home Insurance: CT=$1250 (with inground pool) NC=$750 (no pool)
Auto Insurance: CT=$1200/6 mo. NC=$350/6 mo.
Liability Insurance: CT=$380 NC=$170
(insurance provider was the same in both states)
And even with:
State Income Tax: CT=5% NC=7.5%
and
Income Earners: CT=2 NC=1
we seem to be at least as well off or possibly even better off than we were in CT economically speaking. If you add in the many other benefits we have hoped for and found that were ahead of economics on our list of reasons to move here, then well..., the value of our move here just might prove to be priceless.
But the HUT is 3% of value. I don't think a 2006 Volvo S-60 with 41,000 miles and a 2002 Ford Explorer XLT with 104,000 miles have the same value. I expected to pay HUT when we registered our out of state cars here. I can't believe it would come out to be exactly the same for both.

Newcomer HUT is capped at $150 per vehicle regardless of market value. Valued at $20,000 or $200,000, no difference in the HUT.
In the future when you buy a motor vehicle, you'll pay the full 3% HUT, since there's no sales tax on motor vehicle sales in NC.
California VLF (Vehicle License Fee) is 2% of the value of the car - so that $25,000 car would cost you $500 the first year. And you would have to pay 7.25% sales tax, too - another $1800.
And that's how it is right now. They're going to raise sales tax another 1% (8.25% would be $2062), and I expect they're going to try tripling the VLF like they did 5 years ago.

Aaahhh. Thank you! So $150 HUT and $28 Plate Fee. So should I assume the rest was a fee for the new title?
When we registered our cars here in Wake county, we each paid $250 to register our cars, plus the inspection fee (was it $35 per car-can't remember), and then the tax on the vehicles 3 months later, which was $220 per person. For a grand total of approximately $505 per person. That felt a little steep for us coming from California (Mind you we paid so much more for everything else in CA!). The one thing that made it okay for me? How well the roads are taken care of here compared to California!
