If you want the higher rated schools with a little less risk, you'd have to start looking at the more northern areas of western Wake - ie Davis Drive Elementary, Green Hope Elementary, etc. Maybe Carpenter and Turner Creek if you're ok with year-round. Those areas are starting to settle down just a bit due to being for the most part built-out, but really there's no guarantees anywhere and you have no idea who the school board will choose to shuffle around in what year.
You can either go further east in the county for more stable schools, or just choose where you want to live and go with the flow.

PS - I assume the overflow school you're referring to is Salem? I wouldn't worry about the greatschools rating too much - that area has plenty of families that value education. Greatschools isn't very accurate, but you should see that number start to go up as more people move to that area (lots of new construction and some reassignments sending kids to Salem).

^^OP should read the bolded, as it's from the mouth of CD's most vocal WCPSS critics.
Per the Principal:
In our latest state data, we were one of the few schools to exceed growth expectations overall and in math. We had the second highest growth score in the district in math of all elementary schools. Every single subgroup met or exceeded growth expectations, suggesting that we are meeting the needs of a diverse population of students. Similarly, about 25% more of our English Language Learners made progress compared to the district and state average. Our family survey results are consistently above district and state averages.
Salem is a smaller school, and has some kids bussed in from a so-so part of South Raleigh.
The parents seem to love the principal and the kids do learn and make progress.
