I thought DelWebb had yet another restriction of only allowing homeowners with dogs on certain lots. (I should keep my mouth shut before I give them another idea of how to make a buck.)

The basic issue is the original poster's budget of the low $300K for a house in a 55+ development is a bit too low. If they want to be near Zebulon, there is Encore at Wendell Falls by David Weekly, but that development starts at $465K. One existing 55+ development I really like is The Village at Aversboro in Garner, but there is rarely anything for sale there.
There is a real premium to be in a 55+ community, so what are they willing to compromise on? They could probably buy an older ranch in another community in Zebulon, Wendell or Knightdale. For example, from the discussion about the Planters Walk communities in Knightdale, I saw some nice one-story homes. There are some fixer-uppers in Wendell if they are willing to do the work. Also, would they be willing to be within east Raleigh itself?
When we were looking for my father a couple years back the actual prices were already close to $400K in the 55+ communities in Wake Forest. I really think you are going to have to look pretty far out to get something within your budget.
And you definitely can't go by the "Coming Soon - From the low $300's". My daughter bought a new build recently and her neighborhood was originally planned for around $275K. By the time they started building (a couple years later) they had raised the starting prices to around $350K. Since the market was and still is hot they only released so many lots at a time and each time they did that the prices jumped. By the time they got to my daughter on their "VIP" list she was almost at $400K. Now they are starting around $430K. And a lot of the builders are not allowing you to make modifications and/or pick options out now. It has been very difficult to get product so they already have predefined "packages" associated with certain models, elevations etc. This reduces the chances for material constraints so that they can move these houses quickly.
Also see this discuss of Winston Ridge in Youngsville. They have bungalow-style home with first-floor main bedrooms. It was becoming a "de-facto" 55+ community. The current builder is Mungo Homes, quoting the high $300K range as the starting price.

That is potentially a very good location. It is between the town center of Clayton and the Neuse River Trail. To me the location seems more interesting than the farmland in Fuquay-Varina (Carolina Gardens). Nothing is listed yet except the planned models.

Another definition for me of "dog lot" is one that backs up to the dog park. These are selling in Carolina Gardens with no lot premium.
