Yeah, that was my first thought as well. Look up your public works department on your city/town's website and go from there.

I can't speak for other towns but any time I've ever had a question Holly Springs has been very responsive and helpful.

We did this in our city, but we needed a permit and to put in a pipe to carry the water. You just can’t go filling in drainage ditches with dirt.

That assumes their within city limits. Lots of areas are ostensibly "in" Apex or Knightdale or wherever but really, are in the county.

I also assume that the homeowner knows specifically what jurisdiction they live in. And if they're in an ETJ they can still call that city/town and they will tell them for certain who they need to call.

At a minimum, even if the homeowner is not within the jurisdictional boundaries, the jurisdiction will know who maintains the road and who to call. Obviously "filling out the form online" hasn't worked.
