Like others have said, if you don't like there, most of the city is in HOA's that could override this anyways
People in older neighborhoods and less advantaged neighborhoods, many of which are being gentrified, are going to the the ones affected by this change. I don't think it's reasonable that the only recourse they would have would just be to move to the burbs to an HOA neighborhood where people don't have to deal with any of this.
ETA - also if this ordinance isn't going to apply to most suburban HOA neighborhoods then I think the argument that it'll create more walkable neighborhoods is pretty much moot. Many of the older neighbors this ordinance would apply to already are at least somewhat walkable.

IMO you might argue that the people in less advantaged neighborhoods are the ones who may need this more - it would give them the opportunity to start businesses in their neighborhoods to allow them to stay there, or provide businesses in their neighborhood that other people might avoid starting there.
The only thing in the allowable uses that I think could use better clarification is "Clothing, textile, and apparel manufacturing". Everything else on this list is likely going in in neirghborhoods already.
Allowed uses shall be limited to the following:
a. Office
b. Dance, martial arts, music studio or classroom
c. Sports academy
d. Personal Service (with the exception of Animal Care (outdoor); Dry-cleaning; Funeral home, funeral parlor, mortuary, undertaking establishment,
crematorium, pet crematorium; and Wedding chapel) e. Clothing, textile, and apparel manufacturing
f. Production of artwork and toys
g. Graphic design
h. Assembly, design, repair or testing of clocks, computers, jewelry, musical instruments, and photographic or optical instruments.
i. Sale of items such as, but not limited to, antiques, jewelry and clothing only when in conjunction with production or repair of said items in the live-work.
IMO you might argue that the people in less advantaged neighborhoods are the ones who may need this more - it would give them the opportunity to start businesses in their neighborhoods to allow them to stay there, or provide businesses in their neighborhood that other people might avoid starting there.
And that would be a pretty predictable argument. I have little doubt that some people who lobbied for this used it. And if so, they were either being really naive or trying to hide their real agenda or at least using others to prop up their real agenda.
I'm really doubtful the intention of proposing this ordinance was to help less advantaged people or to create walkable neighborhoods. Money rules in Raleigh, and I suspect this was pushed for by the more elite folks wanting to have little home businesses, possibly run out of their adorable modular studios they had built. The if you don't like it, just move or change is inevitable, deal with it attitudes are telling.

I beleive the way it is written those are NOT allowed.
