Hey All,

My wife and I are attempting to enroll our daughter into Kindergarten next fall. We submitted a copy of two utility invoices demonstrating residency with our application, as requested. Our base elementary school (White Oak in Cary) has advised us that in order to proceed with enrolling they need a copy of our ALTA settlement statement since the school is capped. We asked whether a copy of the recorded warranty deed would suffice since it is publicly recorded and documents the date of ownership and names of the buyer and seller and we were advised "no, we need ALTA settlement statement".

I work for a financial institution and was involved with mortgage lending for years, but for the life of me I can't figure out why WCPS needs this information and why other already public information, like our deed, won't suffice. Quite frankly, why does WCPS need to know about the private financial details (down payment, loan terms, etc.) of our purchase and how is it even relevant? What if we rented instead of owned?

Can anyone provide some insight?

Per the linked document it would seem any of a current electric, water, public gas bill, or signed lease/purchase contract would be acceptable.

No they won't just take the contract. We showed the contract to get enrolled but had to go back with closing paperwork. I don't remember what we showed, though. I can't believe the deed is not sufficient. Did you talk to the secretary or the data manager?

Maybe to stop people with investment properties from skating into that specific school I don't know what alta settlement is but does it show it's your primary residence vs a 2nd ?

I had to show the settlement form, forgot the proper name, plus utility bill. The settlement form shows you own it. If you rent then lease. The utility bill proves you are living in the property you own.

People are constantly trying to "scam" their way into capped schools. Play the game and provide the paperwork. It's all done in the name of fairness, equity and honesty.

I get what you are saying and agree to a point. My question is why wouldn't the recorded deed in addition to a utility bill that shows the name is on both be sufficient (which is what the OP would prefer to do)? Why would someone need to submit an ALTA statement with financials on it? I wouldn't be comfortable providing something like that.

This requirement sounds really bizarre, but I just looked on the WCPPS website and it appears it's accurate. I don't understand why a deed plus a bill isn't acceptable. Seems more akin to a lease and a bill. I'm guessing it's some way to supposedly keep people from gaming the system, but it doesn't seem like it'd really prevent much. There are always work arounds and scammers gonna scam.

ETA - ok so I just re-read the proof of Wake County domicile part again and while the settle agreement or offer to purchase are acceptable forms of proof (not a deed for some reason though), it says you only need ONE form of proof which can also be a utility bill.

ETA part 2 - ok so thinking about this more, a deed wouldn't necessarily mean you live there (just own) but neither would closing paperwork even if it was indicated to be primary residence because that could change...BUT maybe they allow offer to purchase and closing paperwork in case parents haven't receive a utility bill yet but still need to enroll child. Seems weird that an individual school could demand closing paperwork though in addition to bills.

I wouldn't care to openly provide the financial stuff. Can parents not redact the ALTA or Closing Disclosure to submit?

Any deed and/or deed of trust are recorded and readily avalable on line. Can the parents not redact the "sordid details?"

Off hand, I'd say anyone that buys property can show a recorded deed, it doesn't prove they live there. The utility bills also don't prove they live there, only that they are paying the bills.

MikeJ could probably answer the closing statement better than I, but doesn't it state whether it will be considered a primary residence or a rental unit?
I would also agree most of the financial side of the closing statement could be redacted.
