I think they thought the CoN system would get eliminated, and it looked like that was discussed at one point, but didn’t end up happening in the Medicaid Expansion.

I believe the deal was to reform the CoN process, not abolish it. Some smaller facilities are now exempted from the process. CoN is still in effect for large facilities.
