Generally speaking; hardiplank (that is a brand; the actual material is known as fiber cement; kind a kleenex vs tissue relationship) is designed to be repainted eventually. I can honestly say I haven't heard of re-painting vinyl siding and don't know if that's "a thing". That being said; I'd dare say a significant majority of homes with vinyl siding in this area are well-past due for a good powerwashing (mine included )
To be sure; vinyl is definitely common throughout this area. The "big three" you'll see are vinyl, fiber-cement (Hardiplank) or Hardboard (Masonite). The latter two generally require repainting every several years.
If your home was built from about the mid/late 80s-mid 90s; tossop of it being masonite or vinyl siding. If the tops of nails/nail-holes are visible; it's hardboard/masonite.
If it was was built late 90s-mid/late 2000s; tossup of if it's vinyl/fiber-cement. Vinyl looks and feels "plastic"...fiber-cement/hardiplank looks a little more like wood; has a texture more like tough sheetrock.
