Clarification: Glenwood South is an official district of downtown, making it downtown proper. I suppose when you talk about "downtown proper", you may be referring to the Fayetteville Street District?

Our biggest concern on going to DT Raleigh is the lack of free and convenient parking. Seems each of the pay lots/meters forces you to use their app and everyone has a different one.
Some of the lots seem to operate like the predatory towing companies, looking like they have free after-hours parking, only to hit you with a parking ticket.
The last time we went to Sullivan's Steakhouse we were given a ticket even though we were parked in a designated parking spot. Apparently the CoR considers F350 trucks as commercial vehicles.
We have had that truck for years and have never received a parking ticket until we parked in the Glenwood South area so we won't be going back to that area. Plus the Glenwood South area keeps attracting more and more crime probably because of the amount of people that do visit it and the amount of money in that area. At my age is just isn't the "scene" that I enjoy anymore.
We visited downtown Cary recently though and were blown away by the changes since we had last been there. I think that is an area that is more suited to us now so we will be visiting that downtown area more often. I would even consider living down there at some point. I never thought I would like living in a townhouse but the Park Station Townhouses with rooftop terraces have definitely changed my mind!

The ticket was unfortunate, surely probably spoiled a nice evening. I didn't even know that was a rule in Raleigh.
I've been here for over three years and never visited DT Cary so it's definitely on the list.
We get to DTR occasionally but we avoid Glenwood South. Too noisy, too crowded, and too rambunctious later in the evening. Let the under-40s have their fun.
You're not missing a whole lot by skipping Glenwood South. Sullivan's is overrated IMO. You should tough it out once to go to The Cortez though, that's probably the one place I would recommend going for. (DeMo's, La Santa and Anise Pho on the south end are great as well but more casual spots)

Plates Neighborhood Kitchen is nice as well if you go off peak. Nice little patio to people watch from and the food is pretty wonderful too. I really miss Cafe Helios where The Cortez now is, but alas.

Just go to Glenwood South Sunday, Monday, Tuesday, or Wednesday if you want to avoid the party scene and crowds. It behaves much more like a standard urban neighborhood on those nights.
Glenwood South can be a fun date night/dinner/grab drinks with friends in the early evening and on weekdays for grown-ups.
It doesn't turn into Jersey Shore until about 10ish Thursday-Saturday. But...it does go hard-core Jersey Shore then. (As an aside...considering the rowdy crowd on Glenwood South now were in pre-school when the OG Jersey Shore originally aired...makes me feel geriatric).
