Have you tried some of the local breweries?

Most have a meeting room that can be reserved - Check
They are open on Sunday afternoon - Check
Plenty of options in Cary and Raleigh - Check
Beverages? - Definite CHECK

I know that Bond and Fortnight in Cary meet the needs. Triangle Beverage maybe even better (I don't go there, but I think they have it all). Raleigh Brewing near NC State. Probably also Trophy (not the pizza location, but the food truck location), Nicklepoint, etc.

I live across from a Raleigh park center and you can reserve rooms there for meetings I believe

Raleigh Park community centers have meeting rooms available, but there is a fee to use them.

Raleigh Brewing has a small meeting room that holds about 20 people. It is right off the main bar. I'm not sure if it costs anything, but the club that I belong to has used it often. Maybe you just have to order a round or two.
