And I don't think "free" bus rides would be as well received if the headline said "Chapel Hill residents to pay for public transportation again next year, whether they use it or not."
If people are unable to think about the greater issue in a more complex and thoughtful way, you might be correct.
The opportunity cost of riding the bus is still too high to entice riders even when its fare free. It would probably be more cost effective to give everyone who takes the bus a "free" bicycle and subsidize taxi/uber service.
Some things I don't mind paying taxes for. Even if I don't use public transportation, the benefits outweigh the costs (in terms of my tax contributions). And, no, I don't live in Cary, but would support the same thing in any city I live in.
Are the buses safe in the evening? For example, If I wanted to travel from the Rock Quarry Road area to a restaurant in downtown Raleigh, and return about 8PM. (I am assuming I can park somewhere safe to finish the trip by car.)

I was just in Washington DC last week. Bus was 3 bux PP to go like 2.6 miles, I had 4 people, so 12 bux. Uber was 10 bux and WAY faster and more comfortable.
