Just about 18 hours old was Christopher Joseph Koepke’s renters insurance policy when the incredible misfortune of a fire struck at his Jacksonville apartment in September 2011. But he knew the value of good planning after a fire had struck at his first unit at the Columns apartment just six months prior.

Prosecutors say, however, that the second fire was Koepke’s plan all along.
