Too many cars and bikes are using the quiet public road adjacent to my house as a test track. They just like to drive by at full tilt and make lots of noise for fun and ruining the tranquility of the area. Is there anything that can be done about it? Is this an HOA issue or a local police issue? Thanks!
Go to the city council and ask for a speed bump or stop sign. It takes a lot of work, but our little neighborhood from my childhood once made it work since it became the cut through for all the high school students.
can't do that around here because all the side streets have drainage dips that go across the road... a cheap substitute for storm drains but has a side effect of preventing low riding cars from being able to show off unless they want to bottom out and stall and/or damage their vehicle. Only trucks can go across these things at full speed. More annoying to me are harley motorcycles with exhausts that you can hear 1/2 mile away.
You could call the cops while they are using it, or discretely place some thumb tacks in the area (don't do this)

Isn't this something that you should have discovered BEFORE you purchased the home?
Start pestering the police with complaints. They will eventually send a patrol car to sit there and give tickets. A couple of speeding tickets should send the whole group elsewhere.
Get neighbors to call the police, too, so that the police can figure out that you are not just the neighborhood complainer and it is really an issue.
Every couple of years, locally, we will have a group of teens killed street racing, so the police should be responsive. If they aren't, make a lot of noise about it. Maybe emphasize that it is dangerous and not that you are complaining because you don't like to hear the engines.
