There is a specialty called forensic architects. Hiring one for an hour won't be dirt cheap but it could be cheap if it saves you from a problem purchase.

It kind of looks like panels over bulging walls underneath. The exterior panels seem to be pulling apart. Is this building sinking by any chance?

City of Chicago has a Dept of Buildings. And that dept has a program for Exterior Walls. Not just beyond a building. They show a picture of the siding of a building bulging out. And they talk about rules and regulations for Exterior Wall Maintenance and unsafe conditions. You might see if they have any free, quick ideas.

I would get an expert to come out and look at building. Perhaps you can discuss with your realtor. It will cost you money but to have all those cracks on a 7 year old building is NOT good.
