Also if you lowball, but are reasonable you might get a good deal, you never know why the person wants to sell, maybe neighbor problems or other reasons where you might benefit by making a lowball offer.

Yes, every offer.
I tell my sellers, "If they offer 8 bucks and a ham sandwich, I am going to present it to you. And, I will thank them for the offer."
The only exception is if the seller instructs me in writing that a certain threshold must be met, and I can refuse to the agent or buyer to present. But, I am going to let the seller know about the offer anyway.
