Is it possible that the board needs to meet and vote on it at a regularly scheduled monthly association meeting? If so, the management company should be able to tell you. Also, you might want to go to the next meeting and ask them to allow owner comments. It's a lot tougher for people to deny you when face to face.

Not knowing, and not asking, what your HOA fees are, if it were me, the cost you've shelled out would not be paid to them in the form of an HOA fee - with an explanation of such in my payment.
In other words, if your HOA fee is 100 dollars monthly, there'd be 17 months that they'd receive my 'payment' showing 'No remittance this month due to roof repair non-reimbursement' - or something similar... it'll get the point across - hit 'em in the wallet.
Contact you insurance company any ask their advice. I doubt they will pay the claim as you are likely what is referred to as a "walls -in policy.". But they know how the game is played. I know on our little HOA, all expenses over $500 must be approved by the BOD. We meet usually 1x a month, 2x when the agenda is full.
What do your CC&Rs say about roof repairs/leaks? Ours specify that roof repairs are the responsibility of the HOA, but interior damage from a roof leak is the owner's responsibility. In addition, they state the HOA does NOT reimburse for the deductible. It's up to each owner to carry insurance to cover that portion. An HOA is not your landlord. They aren't going to cover all losses.

Not a good idea. Its likely legally the HOA owes her nothing. Without knowing the details, its likely she needs to submit it to her own insurance company. So if she takes your advice.... she would be failing to pay her dues and the HOA would simply foreclose on her.
