Can *any* attorney prepare a Release of Lien contract?

I don't know how it works in Texas, but in Illinois, it would be filed in the office of the Recorder of Deeds, which is separate from the courthouse. Just giving you a heads up -- you need to find out where deeds are recorded in that jurisdiction. That's where it needs to be filed. A Texas attorney will be the one who knows this. A MO attorney won't likely know.
