Tomorrow, if they come back insisting I install that panel, I will do it. And I will not spend more than $5 on it. I'll intentionally make it the ugliest panel one ever sets one's eyes on.
What do I plan to do? I'll saw cut out a square. Buy plywood that's slightly larger than the hole. Should be about $3. Or heck, I can just grab from home depot's dumpster. I saw quite a few pieces in the dumpster today and they were giving them out for free. Buy a couple of cheap hinges and a cheap handle. And voila, they can have their ugly panel.

I've seen several houses that had this sort of access panel for a soaker tub. Don't think I've ever seen one for a shower. I see the point, but they are in no way required. I'd put one on only if I had to cut the drywall to get to the plumbing already, then put a cover on rather than patch the drywall would make sense. Or during construction, I could see it. But to preemptively cut a hole just to put a patch on it makes no sense to me.
We have 3 full bathrooms in our house. None of them have access panels. None of my previous houses have had them either. The only people I know that have them put them in after a plumbing repair was made, and it was easier than patching the drywall.
