That's as full as it gets, unless you have plugged the outlet.

How does this turn into a $50,000 repair ?
The high costs come into play when you need a drain field replacement. In particular, if you don't have a good place to put a new drain field, you may need an alternative system (such as a mound system).

Please forgive my sardonic smile as I read the thread title, “septic tank” or just “septic”, is Cockney rhyming slang for Yank, it’s emphatically not meant to be derogatory, we love y’all, yanks and Southerners alike

I haven't ever visited any home or business where it's customary or requested to not flush toilet paper.
From the “Lonely Planet” travel guide;

Do not flush if you're going to these countries.

While Americans in particular are used to flushing their used toilet paper down the pipe, they must break that habit if they are traveling to Turkey, Greece, Beijing, Macedonia, Montenegro, Morocco, Bulgaria, Egypt and the Ukraine in particular.7 Jul 2017
Due to the way all pipes are water facilities are designed and managed in different countries- they all have different regulations. While the United States can handle the toilet paper being flushed, other countries' pipes may not.

The sewers came later, though. As of 2013, 30% of the sewage at the Jebel Ali Plant was trucked in.

No worries. And no city sewer fees!
We sold our 50 year old house that still had the original septic system. A septic system inspection was included with the other buyer's inspections ( as it should be, I'd always have a septic system inspected for a house I was buying), and I must admit I had fingers crossed that there wouldn't be an expensive repair needed. The only thing they found was some ??-baffles
that needed replaced for the tune of $700 and requiring the tank to be drained to check the leach field. The repair was done and the leach field was found to be in good shape.
