Do you mean 90 days is what builder has to come back and finish? I’m hearing due to pandemic of whatever, to avoid post close work as much as possible at all costs. Otherwise it may be a struggle having the builder step foot in your property again
I worked in municipal code enforcement for a few years. I would regularly receive calls from sellers about items they found in a title report, usually an old complaint that was never properly addressed, or an old permit that was never finalized. Often, these discoveries were very close to closing date, and would result in a delay if we couldn't arrange proper inspection or resolution before the date. Sometimes the parties agreee to leave money in escrow, or the bank would be satisfied with a copy of an inspection report indicating that the item was reviewed, even if supervision couldn't get the entire case file closed right away.

In both my situations the builder was still building houses in the development and I had a direct line to the Construction Site Manager. I gave the site manager "gifts". He loved me.......LOL
The builder was reasonable enough to agree that the house simply wasn't ready enough to be closed on so we wound up moving it out a few weeks. House still wasn't 100% but complete enough. The rest hopefully will be done over the next few weeks.
