Doesn't matter. If the HOA doesn't have the funds they have to have a special assessment. Remember though everyone including the OP pays the special assessment. OP you need to contact an HOA lawyer. If they are responsible to fix it they should also be responsible to put the damage to repair back though if they have to change the whole floor they might have you pay a percentage to replace that which wasn't damaged in order to match. Our HOA is responsible for roofs and siding. If a roof leaks once the repair is done the HOA gets a painter in to fix the damage (usually just water stains). Our pipes in our units are our responsibility but there is other HOA's in the neighborhood that pipes are HOA responsibility and due to pipe issues in Florida they have had to start replacing pipes or fixing the issue with other solutions as they have severe leaks.

While the plumbing issue has been a headache for you, a potential buyer may see it as a plus that this problem was researched and addressed.
