The lease will out line what the landlord will pay for. It's it's not sitipulated that a utility or service is provided, the tenant would be responsible.
I lease single family homes to condos and the terms vary. I have a condo for lease - "everything" is included in the rent (gas, waster, electric, sewer, trash, snow removal, grounds,) The tenant needs only supply cable TV and a phone, Yet, I have a single family house the tenant pays for all the items I mentioned above.
