what does it mean when he "has been thinking about it" (dating, girl)

I'd have to say it means he's not really into it. If a girl I was interested in asked me out I'd jump all over it. Anything but "of course! when?" is "no thanks" in my book.
I casually asked a guy I've known for a little while if he wanted to go out with me.
It can mean a variety of things (to him) ;
1. He may already be in a dating relationship with someone and hes trying to analyze that whole thing to see where its heading., before he starts up with you.
2. He may have been taken aback from a gal asking him out. With some guys it doesnt sit too well especially if they see themselves as the Initiator.
3. He may not be sure that you two would be compatiable as dating partners., so he needs to think about it some.
4. There may be alot going on in his life now...alot on his plate, and hes not sure he needs anything else for awhile.
5. He may be playing hard to get as some immature guys do.

You casually asked the guy for a date. He casually gave you his answer.
What does it mean? From a guys a perspective, a few things. It is really hard to say, though, based only on your two sentences (with one of them being the title to this thread). Did you guys end up on a date? Is there a second one lined up? Anything?
To expand on what 007.5 posted, it simply means what it sounds like. At some point in time, he's mulled over the idea of the two of dating.
