It also speaks to their sexual desire to explore or try new things. If they aren't even willing to do oral, then how boring is your sex life going to be if you stay with this person?

The difference is more of a personal one than a general one, if that makes sense. I'm celibate and don't plan to have sex until I'm married. So yes, I could certainly be in a dating relationship with someone who won't take part in oral sex because I don't want to do all that anyway, while dating.
But once I get married, it's no holds barred... I want it ALL... lol.
Granted most woman aren't as good at it as they think, it would be a deal breaker if they didn't do it at all. And I LOOOOOOOVE going down on a woman. If a woman didn't like receiving oral, that'd be a definite deal breaker as well.
