Flirt back, make him wear a chastity tube as part of an erotic game, then give the key to the wife. Let him keep cleaning as long as he is wearing the device. Fire him if he ever takes it off. You aren't bothered by he free meat, his wife can now ensure his fidelity and he is left hot and bothered and denied any further lapses in judgment. He wouldn't want any other ladies find out about his jewels being locked away. How does one explain that without sounding like a complete pervert? Laughed at? Humiliated?
Since good housekeepers are hard to find, I would have a talk with him and let him know without a doubt you are not interested and that you don't appreciate this happening. I would tell if he over steps these boundaries again you will fire him. I believe he deserves a second chance, something made him think it was alright to flirt with you, make sure he knows better (maybe he misunderstood the funny pix on Facebook). I do not agree with the posters who say you should fire him. People make mistakes, and sometimes they deserve a second chance. If the housekeeper would have been a woman, you would have gotten much different replies.

Why everyone is jumping to such conclusions and assuming this is all the housekeepers doing? Sounds like there was a bit of 'texting' going on and that
our OP has probably starting something she shouldn't have and now the only way to get a handle on it is to blame him..fire him...tell his wife...yada yada yada...

On second thought, you said "This guy comes at the drop of a hat",that comment can be taken more than one way, just what did you mean by that?
Well, he is a housekeeper so he should have no problem cleaning it up .
