If he meant what you all are saying, why not just say "bye" and leave it at that. Why tack the rest of the sentence on? Or just say he's busy this week or for a while? It just seems so enigmatic. Do you think he's trying to not hurt my feelings? or leave the door open in case he "wants some"?
Don't over analyze it. He just wants to feel like he has some power, so he can walk in and out when he wants to.
Saying, No thanks...and a good smile, can be very powerful for oneself.

Doll knows, and doesn't sugarcoat. The woman who allowed herself to be used and get this response could also see it from this person's behavior ahead of time. Behavior is usually consistent, unless people want to ignore warning signals.
It's denial. The same kind of denial a woman has when she keeps the child from a tenuous fling for which she erroneously thinks "If I have his child, he will love me." Of all the lines out there, this one is among the most ridiculous to me.
It means, "I'll see you next time I want a piece of ass."
